The city of Toronto has started installing photo radar cameras in school zones throughout the city, Mayor John Tory announced. At a time of rising anger over the growing number of pedestrians and cyclists being killed in collisions on city streets, Tory unveiled the first sign advising motorists that an automated speed enforcement camera would soon be in use.
Two cameras will be installed in each of the city’s 25 wards as part of the Vision Zero plan to reduce traffic fatalities.
During the first 90 days that each camera is in place, warning notices will be mailed to registered owners of vehicles that it records travelling above the speed limit in Toronto.
Following the three-month warning period, owners of vehicles caught speeding by the photo radar will be fined via tickets sent to their home addresses. No demerit points will be issued, and driving records won’t be affected.
The radar and cameras can detect a speeding vehicle even if it is travelling beside vehicles in other lanes. The pictures will be reviewed by a provincial offenses officer before warnings or tickets are issued.
Tory said the cameras will be far more cost-effective than assigning officers to hand out tickets.
“I think this technology is going to help us,” he said, adding that the focus will be on areas that are known to be problematic.
Tory said studies have shown that speed kills. Research has shown that pedestrians and cyclists struck by a speeding vehicle are more likely to be killed than if they were involved in an accident with a vehicle travelling at a lower speed.
As of Sunday, when a 78-year-old man died after being struck by a vehicle while crossing Lawrence Ave., E., 39 pedestrians and one cyclist had been killed on Toronto roads in 2019.
