Khuhro appreciates public-private partnership efforts in Sindh road sector

Advisor to Chief Minister Sindh on works & Services Nisar Ahmed Khuhro has highlighted and appreciated the efforts of public-private partnerships in the road sector to achieve more than the desired results of the target set by, for the betterment of the common man throughout the Sindh province. He said that the Government of Sindh has extended his full support and corporation to PPP mode in the road sector, initiating the practical steps to restore the confidence of the people in the present elected Government.

This he observed while addressing the Sindh Provincial Road Improvement Project (SPRIP) in collaboration of the Asian Development Bank under PPP mode, held at a local hotel here today.


The Advisor to CM on works and Services Nisar Ahmed Khuhro has said that the present elected government challenged that the under PPP mode we had many success stories like Thar coal, Road improvement network, institutional, strengthening of the department/ Project Staff, and the preparation of the Sindh road network master plan (2020-40). He lauded the efforts of the PMU team for achieving the more than the set targets, save and even refund the RS. 6.4 Billion out of RS 23 Billion project cost. He Said that a total of 9 scheme of road sector improvement have planned successfully with the teamwork abilities and guidance of the respective head of the department and the project.

The Advisor to CM has urged that to digitalize and prepare comprehensive data of all damaged and broken road network during the 10 / 15 years so that we could initiate the initial repair work on all roads with low cost now to save the exchequer and not to wait till the complete road network will be damaged and we will spend huge funds on that? Nisar Khuhro has also appreciated the extensive briefing and explanation of the ADB and ECIL for  25%  more work on the project, he lauded the PPP mode for the support of many donor agencies to develop Sindh province in a befitting manner.

He describes that the Road network was damaged badly during the past rain and flood era, but now we have to develop all damaged roads and improved under the project. He has also underlined the need for capacity building and institutional strengthening and training of the officials under this project, Sindh Road Network, Master Plan has also been prepared for carrying out a road condition surveys of 53,000 by December 2020. The training program will be started with 1800 personnel training of  WSD, Orientation seminar is being held today 6 October 2020.

Earlier the Secretary Works & Services Imran Atta Soomro in his welcome speech has said that within the stipulated time period, before target that the project has achieved more than the required results with the team efforts of the PMU to save public money which will be spent on poor masses of the province for their benefits and interests at every level. He also appreciated the coordinated efforts, corporation, and assistance of ADB, ECIL, Ram boll and the PMU PD Mushtaq Memon and his whole dedicated team to achieve the milestone of the project.

Representatives of ADB Khurram Imtiaz Butt has briefed the assistance, corporation, and salient features of the project by the bank in support of the SPRIP, he appreciated the teamwork and excellent job of PMU within the shortest possible even before time achieved the targets. He asked the department to further share the feasibilities etc and give input to carry out and review further improvement in the project for the public benefit.

Ex-Chief Engineer and PD Prem Chand Talreja, Khalid Mirza CEO/M/S of ECIL also briefed about the Road Assets Management System (RAMS) of the project and said that under Phase-I, the ADP sanctioned loan of $ 197.85M for the rehabilitation of 6 roads of 328 KM and institution strengthening of the department, PC-1 has approved from ECNEC in November 2015 with a total amount of Rs. 22750 M with ADB’s 90% share and Government of Sindh’s 10% of PC-1 cost.

Through International Competitive Biding (ICB process,) for successful International Forms, savings of around 17% from estimated biding, therefore 3 additional important roads comprising 80 KM taken up with awarding 2nd Phase in June 2019, these included  1) Thull to Kandhkot 44 KM, 2) Sheranpur to Ratodero 36 KM, 3) Khyber to Sanghar 64 KM, 4) Sanghar to  Mirpur Khas via Sindhri  63 KM, 5) Tando Muhammad Khan to  Badin 67 KM and 6) Digri to  Naukot 54 KM while the additional road from saving is 1) Tando Allah yar to Chamber 19 KM, 2) Sehwan Railway Crossing (N-55) to Dadu via Tilti up to Dadu-Moro 32 KM and 3) Jehan Khan to Faizu Laro via Chak Rustam Section 29.1 KM, Project Director SPRIP Mushtaq Memon. Mozaam Mughal, and other PMU team thanked the participants and presented souvenirs/traditional gifts of Thari khes and Sindhi caps to Madam Nafeesa Shah MNA was specially invited, Nisar Khuhro, Imran Atta Soomro, all Retired Chief Engineers who largely attended the orientation. Certificates were also given to PMU and other staff of SPRIP.
